The mission of the Foreign Labor Certification Program is to allow employers to hire foreign workers, temporarily or permanently, when there are not sufficient U.S. workers who are able, willing, qualified, and available to perform the job.
The government website at http://www.foreignlaborcert.doleta.gov/ provides information on the various types of visas, filing tips, and guidance on how to estimate a wage for the occupation you want to hire (Use the "Prevailing Wage Guidance" link).

WAGE DETERMINATIONS

Employers are required to pay at least the prevailing wage for the occupation in the area of intended employment. Wages are determined by using the Foreign Labor Certification Data Center online wage library.
Wage determinations are provided by the Research and Analysis Bureau after receipt of a wage determination request form. Wage determinations are usually done for Permanent, H-1B (Specialty Workers), of H-2B (Temporary Labor - Nonagricultural) applications, H-2A (Temporary Labor - Agricultural) visas are subject to additional considerations such as the Adverse Effect Wage Rate (see http://www.foreignlaborcert.doleta.gov/h-2a.cfm).
